The Council of the Forgotten Seasonal Meeting: Raktuber-102

The full details of our perilous council meeting...are as follows.

Councilor Errmon was the first to arrive, after me however.
I would always arrive after breakfast, and just sit in the Council chamber, letting my vivid imagination weave tales of Saint Sliske deviously luring in an unsuspecting World Guardian into the portal.
Somehow, such a tale of intrigue and cunning is relaxing to me.
Councilor Herman, here at the same time as I (he arrived at the building the same time, he had not entered the chambers though), did not enter the chambers until Andreus, still adorning his black, white and gold trimmed robes teleported into the room as well. He seemed to take note of Councilor Errmon's return, but likewise cover his suspicion with his deft move to his seat.
"Have we lost another one Gram?" Councilor Herman sighed, sitting down beside the empty Councilium Dux's seat.
"I have reason to believe so. As much as none of us want to, we may need to begin elections for the empty seats."
"Surely you don't mean to depose the Councilium Dux!?"
"Settled down Councilor Errmon, settle down." I said coyly, whilst gesturing to the empty seats between Andreus and I.
"Though we do not generally agree, this is an exception. We are nearly below half our numbers, and are already below that if we if we count Neil as absent as well. We cannot ignore it. Nine of us are supposed to be here. Take count of how many are here."
All in the room, myself included, looked around and took mental count.
There was Andreus, Herman, Errmon, and myself.
Now Councilors Annabelle and Earl LeMoorenig were missing, and stranger still was Councilor Errmon's presence.
None of us expected him to come, not even his last old friend here, Councilor Herman. All reports we had been given were, at length, about the increasingly concerning actions and lack thereof of the Councilor, and whispers of him being either the Councilor Killer, or being the mastermind were increasing.
His presence would not quell these rumours however.
Councilum Dux Neil was doing his best to do the work of most of us, due to our political crisis here in town. I, for my part, had undertaken his civic duties in his absence, and Councilor Herman the rest of locally-ran duties.
Four were remaining, without Neil here.
We truly had been cut in half.
In truth, we were in deeper trouble than I would publicly admit.
My agents had confirmed that like Councilors Margot, Matthew, and Emily, so too does Councilor Errmon have dark skeletons in his proverbial closet...though the details seem to say it is more accurate than we had realized.
To make sure this government didn't crumble whilst our leader was busy trying to make a family out of those that could have been foes (though our populous is largely descended from Fremennik colonists in the Sixth Age, so our need to ally is more personal than could be gleaned at a glance), I had to be very careful in my approach. Any wrong move, and this fragile situation will irrevocably fracture.
Careful...calculated moves and steps.
I glanced over to Andreus, and nodded my head quickly.
"Protocol Five failed us, gentlemen. I propose we resurrect an age old order, one equipped for this sort of perilous state."
Councilor Errmon wobbled as he stood up, grasping his weapon as a not so subtle threat towards me.
"A coup!?"
"Calm down Errmon. He is not suggesting to depose Neil. However...what he *is* proposing is a very risky step."
Andreus nodded.
"The Pontifexes will give you their support, Councilor."
"For what?!"
I smiled lightly.
"Gentlemen, I officially propose the re-activation of the agents, 'Praefectus'."
"With you as the leader?"
"Naturally. My position as the national historian, coupled with my well-documented training in espionage, subterfuge, and secret policing makes me the best candidate of us all. I will say, the Councilium Dux is quite qualified himself, but I think his relinquishing of his title would be far worse than me taking the mantle up. Likewise, I propose we re-instate Councilor Herman as the head of Espionage, and the overseer of all spy network operations. He and I will collaborate on a daily basis. Andreus, meanwhile, will feed us information gleaned from church services and confessionals. We will create a kingdom-wide dragnet, and let no perpetrators escape. Now, Andreus has given his consent, and the Councilum Dux is absent, so his vote is an abstaining vote. That leaves you and Councilor Herman. Well?"
Councilor Herman took a long sip of his drink, and politely set it back on the tiny saucer it was on before, and locked eyes with me, to discern my intentions.
"Retirement was a waste of time anyways. I've been gathering intel off the books just by being a civilian. None of it is useful, though I've only concluded that after eight of the ten of us Councilors...including Councilor Margot, agreed the intel had no use."
"Yes, I looked over that again this morning. Nothing stood out, and there were no easily detectable anomalies."
"I approve, Councilor Gram. I would, however, suggest you not take the title that was held by the former leader of the Praefectus."
"I've yet to do anything of merit warranting such an immense honor. No, I'll remain a councilor, and a Praefectus. As for you Councilor Errmon..."
Councilor Errmon looked around like a drug-addict in the midst of a high, and bolted towards the window.
"Errmon! The windows are right by the..."
The old Councilor smashed the windows open, and once he hit the ground a split second later, bolted before the guards could get a trail.
"So that leaves three of us."
"Meeting adjourned." Councilor Herman said with a growl, not entirely thrilled to be dirtying his hands once more.
Andreus, meanwhile, teleported back to the Cathedral, leaving me with the World Gate.
All that remained was to seek out Councilor Errmon, and to gather worthy candidates for the Council seats.
